Government Efficiency

The Free-market capitalist economy is the greatest economic system in the world. Unfortunately, government often gets in the way and becomes a barrier to job creating economic development.

• While serving as the Altoona City Controller, A.C. advocated for local earned income tax reform. Before Act 32, there were over 600 collectors of earned income tax in Pennsylvania. There are currently 8 collectors. This increased efficiency and reduced the cost to taxpayers, employers and municipalities.

• A.C. was a founding member of the Blair County Tax Collection Committee which established the Blair County Tax Collection Bureau.
  
  As the Blair County Controller, A.C. implemented new general ledger accounting software.

  
  

• This new software put parameters in place that made county government more efficient, accountable and transparent. It is estimated that it saves county taxpayers more than $300,000.00 annually

• This new software also allows payments to be made to vendors electronically. This method is incredibly more secure than writing and mailing checks. It also saves us nearly $10.00 per transaction.

• A.C. also started a finance committee including the Controller’s office, the Treasurer’s office, the Cpmmissioner’s Office and the Finance Department. This committee has helped streamline many of the financial processes saving time and money.
